Wouldn't one of these be what you're after? https://extensions.joomla.org/tags/real-estate/. Some are free, you can evaluate their usefulness. Others have demos on their vendor's websites.
I assume you mean a full tenant and owner property management system, not a short term (holiday/vacation) accommodation rental system?
Joomla is a CMS, for building websites. Anything you use in Joomla would sort of be SaaS by default, not a desktop application.
Or do you mean you want a system you can sell licenses for others to use.....for their own property management purposes?
I don't know if that's possible since you're not the owner (developer) of the extension(s) In itself, if you pay for it, you're only paying for a license to use it.
